Files can be directly transfered from one user to another, and a user can mark
certain files as public so that any user can download them.

the RADChat Server maintains a copy of all the transactions so that when you
reconnect you continue right where you left off. In addition new users
connecting will receive all the information they missed so that they can be
part of the conversation (or whiteboard).
